The 41-year-old man who attacked Delhi CM Rekha Gupta in August allegedly acted after he had a dream in which a dog said to him that dogs in Delhi were suffering, according to the chargesheet submitted by police in court. Rajeshbhai Khimjibhai Sakariya's mother said her son was a dog lover who had "mental issues".
