Supreme Court Justice Surya Kant said Bihar has the "maximum representation" in all India civil services (IAS, IPS, forest services). "It can't happen unless young generation is committed to higher education," said Justice Kant. He said this during the Bihar voter revision hearing, when advocate Abhishek Manu Singhvi said "most people" in Bihar won't have the documents needed to vote.
