Patna District Magistrate Thiyagarajan said a 'mischievous element' was behind issuing a residence certificate in the name of 'Dog Babu'. He said the administration cancelled the certificate within two minutes after the anomaly was detected in the certificate. He added that authorities are working with the police to trace the culprit, and action has been initiated against negligent officials.
