Darjeeling MP Raju Bista accused CM Mamata Banerjee-led West Bengal government of not implementing ‘Har Ghar Jal’ scheme in hilly regions. An undated video showed him pretending to call Mamata with a non-working water hydrant. He was seen holding hydrant pipe to his ear and saying, "Hello Didi, can you hear me? This is Har Ghar Jal's pipe...There's no water."
