Union Home Minister Amit Shah said that India's Muslim population was increasing because of "infiltration from Pakistan and Bangladesh". He said, "Muslim population has risen by 24.6%, while Hindu population has decreased by 4.5%." He added, "This hasn’t happened because of the fertility rate but due to infiltration." He also emphasised that voting rights should be reserved only for citizens.
