Congress leader Shashi Tharoor reacted to the Bengaluru stampede incident in which 11 people were killed and around 50 were injured. Calling the incident "tragic", Tharoor said, "We will have to develop different approaches to control and management." "My heart goes out to those who lost their lives," he added. Tharoor said this during his US visit.
