Odisha's Information Commission barred farmer Chittaranjan Sethy from filing RTIs for a year after 61 applications it called repetitive while introducing statewide limits of 12 RTIs annually, affidavits and rejections of "burdensome" queries. Sethy, a BPL card holder who used help and ChatGPT for English, calls it unfair and plans to appeal, amid national backlogs undermining the RTI regime.
