US Defense Intelligence Agency's 2025 threat assessment report has said that Pakistan regards India as an existential threat. Adding that Pakistan is modernising its nuclear arsenal, the report stated, "Foreign materials and technology supporting Pakistan's weapons of mass destruction (WMD) programs are very likely acquired primarily from suppliers in China."
