The National Investigation Agency (NIA), in a supplementary chargesheet, identified Tahawwur Hussain Rana as a key conspirator in the 26/11 Mumbai terror attacks, and revealed that he began the planning in 2005, three years before the execution. For this, Rana set up a fake Immigrant Law Centre in Mumbai's Tardeo AC Market, which David Coleman Headley used for reconnaissance.
