Ex-RBI Governor Raghuram Rajan said policy paralysis in the Congress-led UPA government was the reason for bank non-performing assets piling up. Rajan, who was RBI chief from 2013 to 2016, said an asset quality review (AQR) that started in 2015 led to bad loans "tumbling out". He added ex-Finance Minister Arun Jaitley gave him permission to "clean up" the system.
