Union Minister Lalan Singh criticised Congress leader Rahul Gandhi for questioning the Election Commission and EVMs and said he is doing so because he knows that they are going to lose in the Bihar polls. "When they lose, it's 'fixing', but when they win, like they did in Karnataka and Telangana, then it's fair," he added.
