Karnataka government has told High Court that RCB "invited whole world" to celebrate IPL title win without any official permission, ahead of the stampede that killed 11. It said it only received an intimation letter from Karnataka State Cricket Association (KSCA) on June 3rd. The state also blamed BCCI, citing an agreement between RCB/BCCI and KSCA regarding the event's management.
