Congress leader Jairam Ramesh said PM Narendra Modi's September 13 visit to Manipur will actually be a non-visit by the PM. "He will be spending just about 3 hours in Manipur...what does he hope to accomplish by such rushed trip," he said. Ramesh said this is an insult to Manipuris who have waited for PM for "29 long agonising months."
