The Supreme Court has directed the National Human Rights Commission (NHRC) to oversee the implementation of the Mental Healthcare Act, 2017. The bench of Justices P S Narasimha and R Mahadevan asked NHRC to monitor the 2018 PIL highlighting violations of rights of mentally ill persons, including chaining, under Article 21.
