While speaking during a Shanghai Cooperation Organisation (SCO) meeting in China, Defence Minister Rajnath Singh took an apparent dig at Pakistan, saying, "Some countries use cross-border terrorism as an instrument of policy and provide shelter to terrorists." He added, "There should be no place for such double standards. SCO should not hesitate to criticise such nations."
