Goa University Vice-Chancellor Harilal Menon has received a notice from the state human rights commission after male students were allegedly paraded in their underwear during a cultural festival at the institute earlier this year. The incident took place during a competition called 'Third Degree' at the inter-departmental 'Frolic' festival in February. Menon said an inquiry has been initiated.
