Speaking on SC's recent order on managing stray dogs in Delhi, Congress leader Shashi Tharoor pointed out a "deeper flaw in the system". He wrote about "unwillingness or inability of municipalities to...[neuter]...stray dogs, even when funds have been provided". "Perhaps the funds should instead be allotted to Animal Welfare groups...with a track record of sheltering animals?" Tharoor added.
