Congress leader Shashi Tharoor, who is leading an all-party Operation Sindoor delegation, said India offered Indus Waters Treaty to Pakistan "in a spirit of goodwill" but that goodwill has been repeatedly betrayed by terrorist actions. "The time for acting on the basis of goodwill unilaterally is frankly no longer with us," Tharoor said on India suspending the treaty.
