Attorney General R Venkataramani told the Supreme Court that its Tamil Nadu verdict fixing timelines for bills "dilutes" powers of Governors and President to say "no" to bills in case of no constitutional compliance. He stated that powers of President and Governors to give assent to bills are also part of basic structure of constitution.
