The police said in FIR that TVK chief Vijay's "deliberate display of power" led to stampede in rally that killed 41 people. It stated Vijay was supposed to speak at noon but arrived at 7pm in a bid to build "unnecessary expectations". The police added Vijay's bus made unscheduled stops, a de facto roadshow, for which no permission was sought.
