The SC on Monday called the Animal Birth Control (ABC) Rules, 2023, "absurd". The ABC Rules, 2023, notified under the Prevention of Cruelty to Animals Act, mandate local bodies to sterilize and vaccinate stray dogs without relocating them. Municipalities must conduct ABC and anti-rabies programmes jointly to address stray dog populations.
