The Supreme Court issued guidelines after ordering relocation of all stray dogs in Delhi-NCR. "At no stage should these dogs be subjected to any mistreatment, cruelty or deplorable standards of care," the court said, adding shelters/pounds must prevent overcrowding, continuously monitor animals and ensure adequate feeding. It mandated presence of two personnel at shelters/pounds at all times.
