As PM Narendra Modi visited Manipur two years after ethnic violence broke out, Kuki-Zo tribal community demanded a separate Union Territory from Manipur, citing government's powers under Article 3 of the Constitution. Metei civil society organisation COCOMI, meanwhile, demanded an NRC-like exercise in Manipur to detect illegal migrants. COCOMI has also opposed Kukis' separation demand.
