The Supreme Court asked what is the problem if President seeks views through Presidential reference on whether fixed timelines can be imposed on governors and President for acting on bills passed by state legislatures. The top court asked this when counsel representing Tamil Nadu and Kerala governments questioned the very maintainability of the presidential reference.
