Pakistan has accused TTP chief Noor Wali Mehsud, who is in Afghanistan, of ordering attacks on its soil. Pakistan conducted an airstrike in Kabul to eliminate him, but he survived. Mehsud revived TTP after taking charge in 2018 and reportedly told TTP militants to only target the Pakistani military and police. In a speech earlier, he called Pakistan's army "anti-Islam".
