EVMs are designed to work as vote aggregators in elections, including Lok Sabha and state assemblies, but can't be used in Vice-Presidential polls. These polls are held based on proportional representation by means of single transferable vote. Under this system, voters need to rank candidates in order of preference. EVMs aren't designed to register this system of voting, PTI reported.
