Andhra Pradesh CM N Chandrababu Naidu said that an individual can become a sarpanch, municipal councillor or mayor only if he/she has more than two children. "I'm saying...that individuals with lower numbers of children cannot contest panchayat or local bodies' polls," he said. Earlier, Naidu flagged the falling birthrates, saying India shouldn't repeat the mistakes committed by other countries.
