A woman tourist from Gujarat tore off a part of her dupatta and tied it as rakhi on Uttarakhand CM Pushkar Singh Dhami's wrist as a token of appreciation for his government's disaster relief operations. Dhami was visiting Uttarkashi's Harsil, where cloudbursts caused flash floods recently killing at least five people. As many as 50 people were reported missing.
