JNU Professor Himanshu Roy said Bihar's record 64.66% voter turnout in the first phase of Assembly polls reflects a pro-incumbency wave. He credited women voters, who received ₹10,000 in their accounts, and the Prime Minister's multiple rallies and roadshows for energising the electorate and boosting participation across 18 districts.
