Google can track the location of a user even when GPS is turned off by using Wi-Fi routers, cell towers and Bluetooth beacons. Also, a device connected to the internet is assigned an IP address that often reveals the city or area of a user. Connections to smart devices at home or work allow Google to estimate a user's location.
